Twice baked potato casserole

3 pounds red potatoes
6 strips bacon, chopped
8 ounces cream cheese
1⁄2 cup sour cream
1⁄2 cup butter
1⁄4 cup milk
1 1⁄2 teaspoons onion powder
1 teaspoon salt
1 teaspoon garlic powder
1⁄2 teaspoon pepper
1 cup shredded cheddar cheese
Green onion

Boil and mash potatoes. Mix in cream cheese, sour cream, butter, milk, onion powder, salt, garlic powder and pepper. Spread potatoes evenly in a baking dish. Sprinkle cheese, bacon and green onion on top. Bake in a 350-degree oven for 40-50 minutes.
