Lee Nelson, who milks 165 cows with his daughter, Beth, on his farm near Blair, Wis., sat in on several open houses of the American Transmission Company (ATC), as they discussed a proposed Badger Coulee Transmission Line Project: a 180-mile, 345-kilovolt transmission line running from a substation near Holmen, Wis., to northern Dane County.
